WhatsApp Business API Pricing in India (2026): How Per-Message Charges Work

WhatsApp is the most responsive marketing channel in India — but many businesses are confused about how the official WhatsApp Business API is priced. This guide explains the current model in plain English, what is charged, what is free, and practical ways to keep your costs under control.

WhatsApp Business App vs WhatsApp Business API

The free WhatsApp Business App is designed for small businesses managing chats from a phone. The WhatsApp Business API (the WhatsApp Business Platform) is for businesses that need automation, chatbots, CRM integration, multiple agents and messaging at scale. Pricing discussed below applies to the API.

How pricing works: per-message, not per-conversation

From 1 July 2025, Meta moved the WhatsApp Business Platform from conversation-based pricing to per-message pricing. In simple terms, you are charged when a template message is delivered, and the price depends on the template’s category and the recipient’s country.

The three chargeable template categories

  • Marketing templates — offers, announcements, product updates, re-engagement. These are always charged.
  • Utility templates — order confirmations, delivery updates, payment reminders, appointment reminders. Charged when sent outside an open customer-service window.
  • Authentication templates — one-time passwords and login codes. Charged when sent outside an open customer-service window.

What is free?

  • Replies within the customer-service window: when a customer messages you, a 24-hour window opens. Non-template messages you send inside that window are free.
  • Utility templates inside the service window are also free.
  • Free entry-point windows: if a customer messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action and you reply within 24 hours, a 72-hour window opens in which messages are free.

This is why Click-to-WhatsApp ads and customer-initiated conversations are so cost-effective — much of the follow-up can happen free of messaging charges.

INR billing for Indian businesses

Meta has introduced local-currency billing for India, with India-specific rate cards and volume tiers. Eligible businesses are expected to move their WhatsApp Business Accounts to INR billing — check your provider or Meta’s official pricing page for the current rates and deadlines, as they are updated periodically.

Other costs to budget for

  • Provider / platform fee: most businesses use a Meta partner (a Business Solution Provider) for the dashboard, chatbot builder, team inbox and integrations. These usually charge a monthly subscription on top of Meta’s message charges.
  • Setup and automation: designing chatbot flows, templates and CRM integrations.
  • Ads: Click-to-WhatsApp ads on Facebook and Instagram, if you use them to start conversations.

7 ways to reduce your WhatsApp API costs

  1. Encourage customers to message you first (website buttons, QR codes, Click-to-WhatsApp ads) so replies fall inside free windows.
  2. Send utility updates while the service window is open.
  3. Segment your audience — don’t broadcast every offer to everyone.
  4. Use chatbots to resolve common questions inside the free window.
  5. Track which templates drive sales and stop sending the ones that don’t.
  6. Keep templates correctly categorised to avoid surprises.
  7. Protect your quality rating by messaging only opted-in users.
